Most of the area remains afforested. Its request for a European-style university in Sri Lanka was partially granted by the British rulers with the formation of Ceylon University College on 1 January 1921.</div> <div> <br /></div> <div> The University Council, through which the administration of the Ceylon University College was done, appointed committees to plan the academic activities of a future university.It made suggestions to build the university in Bullers Road (now Bauddhaloka Mawatha) in Colombo, but it was disputed by politicians. To resolve the conflict, the then Governor Hugh Clifford appointed a committee headed by Justice M.T. Akbar on 20 December 1926. It suggested that the proposed university should be unitary, residential and outside Colombo. Another committee was appointed in 1928 with Sir Walter Buchanan-Riddel as chairman. It proposed a site at Aruppola, in the Dumbara Valley close to Kandy. Dr. S.C. Paul and Andreas Nell pointed out disadvantages in the site and proposed a larger one at Peradeniya.</div> <div> <br /></div> <div> In 1938 the government acquired the plot and developed an area about 150 hectares (out of 700 hectares) to create the University Park.</div> <div> <br /></div> <div> Although the site was acquired, no plans were made to establish the university until 1941. With the arrival of Sir Ivor Jennings, as the second principal of the Ceylon University College, establishment plans were put into effect. He stressed the urgent need to move the university to Peradeniya to the Minister of Education C. W. W. Kannangara and took the initiative in the process. The origin of the University of the Visual and Performing Arts can be traced back to the year 1893, the era in which the Ceylon Technical College was established. Among the first courses to be taught at the college were Drawing and Painting. On 1 October 1949, the Department of Drawing and Painting moved from the Technical College at Maradana to the ‘Heywood’ building at Horton place and was subsequently renamed as the ‘School of Art’. A diploma in Fine Arts was awarded to students upon the completion of 5 years of study. Prominent painter and teacher J.D.A. Perera was the first Principal of this institution.</div> <div> <br /></div> <div> On 2 July 1952, Music and Dance were included in to the curriculum and the institute became named as the ‘Government College of Fine Arts’. On 1 October 1953, the Departments of Music and Dance were moved to 21, Albert Crescent in Colombo 7, while the Art and Sculpture courses continued to be conducted at the ‘Heywood’ Building. Three years after this, in 1956, this institution was once again renamed as the ‘National Institute of Arts’and it was taken under the purview of Ministry of Education and converted into three schools, namely, School of Art and sculpture, School of Music and School of Dancing and Ballet. All schools came under the administration of Dr. Stanley Abeysinghe, Dr.Lionel Edirisinghe and Dr. S.Panibharatha respectively.</div> <div> <br /></div> <div> As a result of the first university Act of 1972, the institution became known as the Institute of Aesthetic studies and got affiliated to the University of Ceylon in 1974. The Institute had 03 Schools and an Academy, namely : School of Art and Sculpture, School of Music and School of Dancing and Ballet, and the Ramanathan Academy of Jaffna. In 1975, the Ramanathan Academy became affiliated to the University of Jaffna.</div> <div> <br /></div> <div> For the first time, in 1978, 63 students were awarded the’ Bachelor of Arts’ degree. Consequently, the restructuring of the University System in Sri Lanka brought about the affiliation of this Institute to the University of Kelaniya in 1980. The special Gazette notice issued by her Excellency the (then) President of Sri Lanka formally announced the establishment of the University of Visual and Performing Arts with effect from 1 July 2005. This University was founded in order to promote and develop the Visual and Creative Arts as well as to offer recognized higher educational qualifications in these spheres of study. To the post of Her Excellency the President appointed Dr. Lester James Peiris and Professor Sarath Amunugama as the first Chancellor and Vice Chancellor respectively. The University consists of 3 faculties, namely Dance and Drama, Music and Visual Arts and Professor Jayasena Kottagoda,Professor Sanath Nandasiri and Senior Lecturer Sarath Gunasiri Perera were elected as the first Deans of the faculties respectively.</div> <div> <br /></div> <div> There are 22 departments functioning under these three faculties. The present Chancellor of the university is Pandith W.D.Amaradeva and the ViceChancellor is Senior Professor Jayasena Kottagoda, the first Vice Chancellor who is a product of this institution. They were elected in to office in 2008. Currently, in his successful second term as Vice Chancellor to the UVPA, Senior Professor Jayasena Kottagoda was also the first Professor, Senior Professor of this university apart from holding the post of the initial Dean of the Faculty of Dance and Drama. From the time of its inception as a State University in Sri Lanka, this institution has undergone many developments, in terms of infrastructure, human resources, material resources, most of which can be credited to the unrelenting effort of the current Vice Chancellor. Having completed its 8th year as a fully-fledged university, the UVPA stands proud of its achievements up to now. The two departments of Arts and Science of the University College were upgraded to faculties, the Medical College became the faculty of medicine and a new faculty of Oriental Studies was established at Cruden House. Residential facilities were provided at the Union Hostel with three halls of residence Jayatilleke and Arunachalam based at Guildford Crescent and Queens Hall (Q Hall or Women's hostel) along with two other hostels named Brodie and Aquinas.</div> <div> <br /></div> <div> Following the completion of new buildings at Peradeniya, departments of Law and Agriculture and department of Veterinary Science, were transferred out of Colombo to Peradeniya in 1949, however the department of law was brought back to Colombo in 1965. Later in 1952, the faculties of Arts and Oriental Studies were moved to Peradeniya too along with sections of the university administration and library. Two halls of residence, Jayatilleke hall and Arunachalam hall were transferred to Peradeniya too. In 1958, it was reconstituted as the Vidyodaya University of Ceylon.</div> <div> <br /></div> <div> <br /></div> <div> Sri Lanka University</div> <div> In 1961, a new location was selected at Gangodawila, 15 kilometres 9.3 mi southeast from the center of Colombo and in walking distance of a main trunk road known as the High Level Road A4. This road connects Colombo to Ratnapura and beyond. Part of these lands belonged to the nearby Sunethradevi Pirivena, associated with King Parakramabahu VI 1412–1467. The shift of the university to the new site was effected on 22 November 1961, under the direction of Sri Soratha Thera. The vice-chancellor invited the Department of the Government Archives to establish its archives within the campus, close to the University Library, to encourage research.</div> <div> <br /></div> <div> When Walpola Rahula was the vice-chancellor,the university grew significantly in stature. When Rahula left the university in 1969, linguist D. E. Hettiarachchi took over. A noted employee of at this time was Mahinda Rajapaksa, who was chairman of the United Corporations and Mercantile Union local on the campus. In 1894, 245 students were enrolled in the extension classes and the lectures were described as practical and useful. In 1906 the University Extension Movement staged the University Congress, a forum for interested delegates to promote the idea of a university. Opinion was mobilised, a fund was started and a draft Bill for a Queensland University was prepared. Stress was laid on the practical aspects of university education and its importance for the commerce of Queensland. The proceedings of the Congress were forwarded to Queensland Premier William Kidston. In October 1906, sixty acres in Victoria Park were gazetted for university purposes.</div> <div> <br /></div> <div> The University of Queensland was established by an Act of State Parliament on December 10, 1909 to commemorate the 50th anniversary of Queensland's separation from the colony of New South Wales. The Act allowed for the university to be governed by a senate of 20 men and Sir William MacGregor, the incoming Governor, was appointed the first chancellor with Reginald Heber Roe as the vice chancellor. Government House (now Old Government House) in George Street was set aside for the University following the departure of the Governor to the Bardon residence Fernberg, sparking the first debates about the best location for the university.</div> <div> <br /></div> <div> In 1910 the first teaching faculties were created. Additionally, Article 7, Section 11 of the 1876 Constitution established the Permanent University Fund, a sovereign wealth fund managed by the Board of Regents of the University of Texas and dedicated for the maintenance of the university. Because some state legislators perceived an extravagance in the construction of academic buildings of other universities, Article 7, Section 14 of the Constitution expressly prohibited the legislature from using the state's general revenue to fund construction of any university buildings. Funds for constructing university buildings had to come from the university's endowment or from private gifts to the university, but operational expenses for the university could come from the state's general revenues.<br /> <br /> <br /> The university's Old Main building in 1903<br /> The 1876 Constitution also revoked the endowment of the railroad lands of the Act of 1858 but dedicated 1,000,000 acres (4,000 km2) of land, along with other property previously appropriated for the university, to the Permanent University Fund. This was greatly to the detriment of the university as the lands granted the university by the Constitution of 1876 represented less than 5% of the value of the lands granted to the university under the Act of 1858 (the lands close to the railroads were quite valuable while the lands granted the university were in far west Texas, distant from sources of transportation and water).The more valuable lands reverted to the fund to support general education in the state (the Special School Fund). On April 10, 1883, the legislature supplemented the Permanent University Fund with another 1,000,000 acres of land in west Texas previously granted to the Texas and Pacific Railroad but returned to the state as seemingly too worthless to even survey.The legislature additionally appropriated $256,272.57 to repay the funds taken from the university in 1860 to pay for frontier defense and for transfers to the state's General Fund in 1861 and 1862.The 1883 grant of land increased the land in the Permanent University Fund to almost 2.2 million acres. Under the Act of 1858, the university was entitled to just over 1,000 acres of land for every mile of railroad built in the state. Had the original 1858 grant of land not been revoked by the 1876 Constitution, by 1883 the university lands would have totaled 3.2 million acres, so the 1883 grant was to restore lands taken from the university by the 1876 Constitution, not an act of munificence.<br /> <br /> On March 30, 1881, the legislature set forth the structure and organization of the university and called for an election to establish its location.By popular election on September 6, 1881, Austin (with 30,913 votes) was chosen as the site of the main university. Galveston, having come in second in the election (20,741 votes) was designated the location of the medical department (Houston was third with 12,586 votes).On November 17, 1882, on the original "College Hill," an official ceremony was held to commemorate the laying of the cornerstone of the Old Main building. University President Ashbel Smith, presiding over the ceremony prophetically proclaimed "Texas holds embedded in its earth rocks and minerals which now lie idle because unknown, resources of incalculable industrial utility, of wealth and power. Smite the earth, smite the rocks with the rod of knowledge and fountains of unstinted wealth will gush forth.The University of Texas officially opened its doors on September 15, 1883.<br /> <br />
